Funding through EEA grants for education and social inclusion

Why this program?

The program aims to strengthen the bilateral relations between Romania and the donor states through cooperation projects, mobilities, creation of common results, mutual knowledge and understanding.

General objectives

  • improving the quality and relevance of education and training;
  • learning mobility of students and staff in higher education between donor countries and beneficiary countries;
  • cooperation and partnerships between education and the labor market;
  • professional development of teachers. 

Specific objectives

  • training and education in vocational and technical education (including post-secondary schools);
  • mobility of students and staff in higher education;
  • social inclusion in pre-university education;
  • education for democracy and citizenship;
  • improving the situation of the Roma population.

Budget and implementation period

With a total allocated budget of 14.117.647 Euros, the program started in 2017 and it will end in 2021.

Context

On October 13, 2016, the Governments of Romania and of the Donor States - Norway, Liechtenstein and Iceland - have signed the Memorandum of Understanding (MoU) on the implementation of the European Economic Area (EEA) Financial Mechanism 2014 – 2021. Through the MoU, the Donor States have allocated 254,560,000 Euros to Romania.
The EEA Financial Mechanism 2014 – 2021 covers several programmes aiming at reducing social and economic disparities in the EEA countries and strengthens the cooperation between the Donor States (Iceland, Liechtenstein, Norway) and the 15 benefiaicy countries (Bulgaria, Croatia, Cyprus, the Czech Republic, Estonia, Greece, Hungary, Latvia, Lithuania, Malta, Poland, Portugal, Romania, Slovakia and Slovenia).
With experience in managing the programs in the field of education financed through the EEA Financial Mechanisms since 2004, in 2016 The National Agency for Community Programmes in the Fields of Education and Vocational Traning (ANPCDEFP) was designated as the Programme Operator of the Education, Scholarships, Apprenticeships and Youth Entrepreneurship Programme, 2014 – 2021.
